“Culminating years of work by MHASP…in coalition with other advocacy groups…Governor Tom Ridge proposed a plan that would unify public mental health service planning and funding under the control of the counties…The proposal, called HealthChoices…would create a mandatory managed health care plan for Medical Assistance recipients that gives the counties…the right of first refusal to provide behavioral health care to Medicaid eligible clients… ‘This is a victory for all consumers of mental health and drug and alcohol service in the region.’ said Mary Hurtig, MHASP’s policy director." MHASP was instrumental in the creation of the behavioral health care carveout.
